The role combines responsibilities in grant writing, budget development, and financial analysis to support strategic planning, resource allocation, and compliance with funding requirements. This position is also responsible for identifying and pursuing grant opportunities, preparing and submitting proposals, and ensuring compliance with grant terms and reporting requirements. As an employee with the City of Colorado Springs, there<strong> </strong>is<strong> Room to Grow! </strong>See the full potential of growth for this position here:<strong> </strong><a href="https://coloradosprings.gov/document/2026-salary-schedule.pdf-0" target="_blank"><strong>2026 Salary Schedule</strong></a><br><br><strong>As an Analyst II - Budget/Grant<em>,</em> you will: </strong><ul style="margin-left: 0in; margin-bottom: 3pt;" id="isPasted"><li id="isPasted"><span style="color:inherit;">Develop, monitor, and analyze departmental budgets, forecasts, and financial plans to ensure alignment with strategic goals.</span></li><li><span style="color:inherit;">Prepare and present budget reports, variance analyses, and financial summaries to management and stakeholders.</span></li><li><span style="color:inherit;">Collaborate with internal departments to gather financial data, evaluate spending trends, and recommend cost-saving strategies.</span></li><li><span style="color:inherit;">Ensure compliance with internal financial policies and external regulatory requirements related to budgeting and fiscal management</span><strong><span style="color:inherit;">.</span></strong></li><li id="isPasted">Monitor federal, state, and other grant sources to identify upcoming grant opportunities; identify funding opportunities and new program areas to match department priorities.</li><li>Generate proposals and supporting documents in response to solicitations.</li><li>Use technology to track proposals from initiation to submission, monitor grant performance, anticipate approaching deadlines, plan steps going forward to complete grant programs.</li><li>Prepare working papers, monthly grant reports, and quarterly/periodic grant financial reports for submission to granting agency.</li><li>Maintain compliance with accepted professional standards and funding agency requirements.</li><li>Analyze grant budgets and set up appropriate line items for compatibility with accounting systems; develop in-depth knowledge of individual grant purposes, budgets, restrictive covenants, and rules.</li><li>Track day-to-day programmatic and financial grant activities.</li><li>Assist with audit activity of sub-recipients of grant funding awarded to the CSPD.</li><li>Stay current with grant rule changes; communicate changes to appropriate staff.</li></ul><br><strong>Knowledge, Skills and Abilities:</strong><ul style="margin-bottom: 3pt; margin-top: 0in;" type="disc" id="isPasted"><li id="isPasted">Able to write reports, prepare letters, expositions, and summaries</li><li>Able to read financial and legal documents</li><li>Able to make decisions regarding interpretation of policies</li><li>Maintain strong customer service skills</li><li>Knowledge of proper English usage, spelling, grammar, and punctuation</li><li>Knowledge of research tools</li><li>Knowledge of pertinent federal, state, and local laws, codes, and regulations</li><li>Ability to distinguish and identify funding opportunities</li><li>Ability to establish and maintain effective working relationships</li><li>Ability to communicate clearly and concisely, orally and in writing</li><li><span style="color:inherit;">Strong analytical and quantitative skills with the ability to interpret complex financial data</span></li><li><span style="color:inherit;">Proficiency in budgeting software, spreadsheets, and financial reporting tools</span></li><li><span style="color:inherit;">Understanding of governmental accounting principles and budgetary practices</span></li></ul>
<ul><li><p style="margin:0in;text-align:justify;" id="isPasted"><span style="color:inherit;">Ability to work with a high level of independence, attention to detail, and the ability to interpret and apply complex financial and regulatory information.</span></p></li><li><p style="margin:0in;text-align:justify;" id="isPasted"><span style="color:inherit;">Experience in grant writing and reporting, budget development, financial analysis and preparing financial reports. </span></p></li><li><p style="margin:0in;text-align:justify;" id="isPasted"><span style="color:inherit;">Experience in public sector finance.</span></p></li></ul>
