You will be given the means and mentorship needed to succeed, and your creativity will be rewarded.</div><h1 style="margin-bottom: 6.75pt;">About the Position</h1> Dexis is hiring a Monitoring and Evaluation Specialist / Team Lead to provide overall program management and leadership on a project with the Department of State’s Bureau of Arms Control and Nonproliferation, Office of Cooperative Threat Reduction (ACN/CTR). Specifically, this role will lead Dexis’ implementation of the CTR Metrics project, which assesses the performance and effectiveness of CTR programming, identifies cross-cutting lessons and trends, and provides evidence to inform programmatic and strategic decision-making. This position is contingent on award. <h1 style="margin-bottom: 6.75pt;">Responsibilities</h1> <ul> <li>Serve as the ACN Metrics Team Lead, providing overall project management, strategic direction, and team leadership; develop and implement work plans, manage project risks and priorities, and ensure achievement of project objectives and deliverables. The Team Lead will translate client and CoAg requirements into actionable steps for themself and the team. </li> <li>Serve as a primary point of contact for CTR counterparts and coordinate with staff to ensure project activities align with client priorities and emerging needs. </li> <li>Lead portfolio-level monitoring, evaluation, and learning activities, synthesizing quantitative and qualitative evidence across CTR programs, projects, and geographic regions to assess performance, identify cross-cutting trends, and inform strategic decision-making. </li> <li>Lead the design and implementation of mixed-methods research and evaluation approaches, including evaluation questions and methodologies, surveys, key informant interviews, qualitative coding, quantitative analysis, and triangulation of multiple data sources. </li> <li>Develop and refine performance indicators, data collection instruments, evaluation frameworks, data verification approaches, and other performance measurement tools to assess program outputs, outcomes, and strategic objectives. </li> <li>Conduct open-source research and analyze program data to identify emerging trends, lessons learned, programmatic needs, and opportunities for future programming. </li> <li>Translate monitoring, evaluation, and research findings into actionable insights, recommendations, briefing materials, dashboards, and other decision-support products for Department of State leadership and technical and non-technical audiences. </li> <li>Facilitate learning and evidence-use activities that translate evaluation findings and lessons learned into recommendations for program adaptation, strategic planning, and future programming. </li> <li>Lead quality management of all products and deliverables on the CoAg; review relevant M&E processes, propose improvements and lead implementation of them. </li> <li>Supervise, mentor, and provide technical guidance to project staff; manage project workflows and task assignments; and build team capacity in M&E methods, analytical approaches, and relevant tools. </li> <li>Establish and oversee quality assurance and data validation processes to ensure the accuracy, methodological rigor, consistency, and overall quality of project data, analyses, and M&E products. </li> <li>Ensure compliance with organizational policies, client regulations, and best practices. </li> <li>Mentor team to support professional growth and technical understanding. </li> <li>Other duties as assigned, including support with business development initiatives. </li> </ul> <h1 style="margin-bottom: 6.75pt;">Qualifications </h1> <ul> <li>Bachelor’s degree and at least six (6) years of relevant professional experience or Master’s degree and three (3) years of relevant professional experience. </li> <li>At least three (3) years of professional M&E experience. </li> <li>Experience designing and implementing mixed-methods evaluations, including qualitative and quantitative data collection and analysis. </li> <li>Experience developing performance indicators, evaluation questions, data collection instruments, analytical frameworks, and data collection plans. </li> <li>Demonstrated ability to synthesize complex quantitative and qualitative evidence into concise analytical products, findings, and recommendations for senior policymakers and program leadership. </li> <li>Experience managing or contributing to M&E activities for large, complex, multi-country U.S. Government programs. </li> <li>Demonstrated experience leading teams, managing complex workflows and competing priorities, and developing processes to improve team effectiveness and product quality. </li> <li>Excellent written and oral communication skills, including technical writing and editing and experience with Department of State writing and briefing styles. </li> <li>Excellent interpersonal skills and demonstrated ability to coordinate and collaborate with diverse stakeholders with competing interests. </li> <li>Knowledge of Department of State monitoring, evaluation, and learning policies, requirements, and practices. </li> <li>Familiarity with qualitative data analysis and relevant software, such as NVivo. </li> <li>Strong analytical and critical-thinking skills, with demonstrated ability to manage multiple priorities, respond to quick-turnaround requests, and adapt to changing requirements. </li> <li>Proficiency in Microsoft Office programs, including Excel, Word, PowerPoint, and SharePoint. </li> </ul> <h3>Preferred Qualifications </h3> <ul> <li>Active Secret Security Clearance . </li> <li>Proficiency in data visualization tools like Power BI and/or Tableau. </li> <li>Strong quantitative data analysis capabilities, including proficiency in Excel and statistical software such as Stata or R. </li> <li>Familiarity with chemical, biological, radiological, and nuclear (CBRN) policy, nonproliferation, counterproliferation, sanctions and financial controls, or related national security issues. </li> <li>Demonstrated ability to rapidly research and analyze open-source information on relevant topics, especially information on CBRN policy, nonproliferation, sanctions and financial controls, emerging threats, and related foreign policy and national security issues. </li> <li>Experience with business development efforts with USG. </li> </ul><div class="content-conclusion">Dexis is on a mission to help solve today’s most pressing global political, social, and economic challenges and create a world where all people are safe and prosperous.
